"Students scan into sites" doesn't sound like "Students are scanned into sites". So I guess it mean "Students stream into sites". Am I on the right track?

The article probably tells you. My guess: they swipe their student ID cards to gain admittance.
 
That's it: "...You swipe your ID card, and walk into a big open-air tent over to a square that’s 6 feet [2 metres] apart from all the other squares, and you just dribble into a tube. "
