Stress on "re"

Hi, can anyone tell me if there is a rule about stress on words that begin with "re"? Are they always unstressed?

Also does anyone know where I can find words that have two strong stress syllables?

I can't think of a useful rule. For example "re-flex" and "re-gard" are both two-syllable words starting with "re" but the stress comes in different places. Stress changes depending on the number of syllables in the word.

Re-flex​-ive.
