Where did you see this? I haven't come across the phrase. I searched for it and there are some mentions on Russian sites.

It seems that there is a Russian proverb, a spoon(ful) of tar spoils a jar of honey, so a spoon of tar could mean something like a fly in the ointment. It could also mean a spoon(ful) of tar.
