Smile at someone = Make fun of them?

I know we usually laugh at someone when we want to make fun of them or think they are stupid.

"He used to get jealous even if she smiled at other men."

I know in this context 'smile at' means merely smiling at someone in a polite or friendly manner.
I want to know if it's possible to smile at someone to make fun of them?
