[Grammar] Shouldn't vs Shouldn't be

1) He shouldn't be eating junk food anyway.
2) He shouldn't eat junk food.
I know both sentences are correct, but what's the difference between them?
 
1 refers to what he is doing at the time of speaking. 2 refers to a general rule/opinion.
