Can we use "tend" in this context? What is the difference between them?

You can use "tends to". I might say that it expresses slightly less regularity than "usually" but there's no clear delineation.

Out of curiosity, why did you change the word order in sentence 2. If you're asking only about the difference between "tends to" and "usually", try to keep the rest of the sentence the same. This is what I would expect:

1. She tends to arrive early for office meetings.
2. She usually arrives early for office meetings.
