I think there's a typo in the above quotation.
Which of the following sentences do native speakers think is the correct version?
1. She really has gone completely over-the-top with this wedding.
2. She’s really gone completely over-the-top with this wedding.

There's definitely a typo. I'd use "She's really gone ..." but there's nothing wrong with "She really has gone ..." or even "She has really gone ...".
