With Britain, Russia and Sweden among the countries confirming their first infections, the virus has now spread to more than two dozen nations, sending governments scurrying to limit their exposure.

Here I am feeling lot of difficulty to under stand underlined sentence. Someone explain what will be the right definition of sentence.

What you underlined is not a sentence. It is a dependent clause. It is a participle clause acting adverbially. Insert the word "thereby" before "sending". Does it make sense now?
