Where I live, when a person praises himself/herself, the listener may retort "Self-praise is international disgrace."

Do native speakers use such a sentence on others?

No. Why would the disgrace be international?
 
Is the suggestion that people disgracing themselves by praising themselves is an international problem (ie people all over the world are guilty of it)?
 
I thought it meant that it brought shame upon his nation as viewed by others.
