Sara has lived in Paris since 1995

Hello.

I don't understand the following sentence:

Sara has lived in Paris since 1995.

Does she still live in Paris or she moved out?

I guess she lived in Paris until 1995 and after that, She moved out. She's currently living somewhere else. Am I correct?

In other words: let's assume she was born in Paris. Therefore, she lived the whole life and after 1995, she moved out. Am I correct?
 
She still lives there. She first went to live there in 1995 and she has lived there constantly from 1995 until now.

I'm still bit confused. The new following sentence I took from other website which was explaining the main differences between ''has lived and lived".

Jim has lived in England since his retirement and does not want to move house ever again.

Is it the same meaning as the Sara? Is Jim still living in England?
