Is there any kind of oil with already red pepper in?

Thought you cook with oil and when in the process, you put red pepper.

My question is because of this sentence:

I'll boil you in red pepper oil.

What is red pepper oil referring to? I'm not a chef precisely ;-)

It's not very clear if it's referring to red capsicum or chilli, capsicum oil exists as a medicinal oil and it is possible to buy olive oil with red chillis in it.
