Dear all:
What is the exact meaning of "reach beyond" in the following text? It is from the book Iranian-Russian Encounters, p. 192.

It seems logical to conclude that even if the Bolsheviks had decided to set up a Muslim branch, the decision had not reached, or been ratified by, any Party organ beyond the Baku Committee.

Does it means "reach decision"?

The author of the book is Sohrab Yazdani (Iranian) and the book's editor is Stephanie Cronin.

No, it means that even if the Bolsheviks did make the decision to set up a Muslim branch, news of that decision must not have spread beyond the Baku Committee. It's unclear whether or not such a decision was actually made, but because there was so little other mention of it, it seems logical that it must have been a localized decision that wasn't necessarily approved or endorsed by the Party at large.

I noticed some mistakes in the text.

There's nothing wrong with the original text. The original means news of such a decision never reached the main Party. Your edit states that a decision had not been reached, which is entirely different.
