Ram's sister wanted him to return to Goa.

Ram's sister wanted to bring him back to Goa.

Are both sentences correct? Do these sentences convey the same meaning?

They're both correct. In sentence one, Ram's sister wishes Ram to return. It says nothing about who would bring him, if anyone. In sentence two, she wishes to transport him back to Goa herself.
