[Grammar] Ram is saying

Ram is saying that information is being leaked.

I understand that about sentence is in passive voice.

The active of above will be:-

Ram is saying that information has been leaked.

Am I correct?

Your suggested sentence uses the present perfect so it puts the leaking in the past. The original makes it clear that the leaking is happening right now and is ongoing.

Given that we don't know who is leaking the information, the only way to make it active would be to say:

Someone is leaking information, Ram is saying.
Someone is leaking information, according to Ram.
 
The active voice version would be:-

Why we can't use "will" instead of "would"? Thanks
 
I used "would" because there is a hypothetical feel to the sentence.

If you wrote it in the active voice, it would be ...
