I kept wearing my crazy shoes and found myself sorry to outgrow them. In the years that followed, I discovered I could wear any damn thing I pleased. Sometimes it worked, sometimes it didn't, but I never felt like I had to apologize or hide. I don't know if there's any great moral here, but I do know that I have a lot of crazy shoes and I love them, and raising an eyebrow has yet to raise a welt.

What does "raising an eyebrow has yet to raise a welt" mean?
 
It's not exactly clear but here's what I think. People raise an eyebrow to express surprise or scepticism. And a painful blow may raise a welt. So the writer is saying that although she owns many pairs of ridiculous shoes peoples' reaction to them has not bothered her much if at all.
