Question tag — It doesn't mean he is any better...

The sentence is:

It doesn't mean he is any better, .........?

I think when the sentence becomes long, our focus becomes gradually on the last sentence we read and if we completed the question tag, we will feel this.
It doesn't mean he is any better, is he any better?
I am not objecting to "does it?" but I think the other tag on the subordinate clause can be acceptable.
