Location Aids

At least two directional searchlights should be provided that together provide a capability of illuminating any area of the sea over a 360 degree arc and for a distance of at least 75m.

As far as the above-mentioned bolded sentence is concerned, I am 99 % sure that my understanding is correct. In this case, provided that ≠ on condition that.

The sentence in question coud be rearranged and expressed in at least two ways without losing the original meaning.

There should be provided at least two directional searchlights that together provide a capability of illuminating any area of the sea over a 360 degree arc and for a distance of at least 75m.

"that" stands close to "searchlights" and talks about them.

or

There should be provided at least two directional searchlights which together provide a capability of illuminating any area of the sea over a 360 degree arc and for a distance of at least 75m.

"which" stands close to "searchlights" and talks about them.

Do you agree with me?

I might be wrong.
 
I agree. In this case "provided that" does not mean "on condition that". "Provided" is part of "should be provided".
