I don't work in recruitment or HR but at first glance, your covering letter (if that's what it is) looks like an exercise in using as many long and impressive-sounding words as possible without actually saying anything.
I can't work out what sort of job you could be using this for. The wording used in applications and covering letters needs to be adapted for every individual job you apply for.
