The alternate pronunciation is used when the word is followed by a vowel sound. It is also sometimes used for emphasis when referring to or specifying someone of importance.
A: I saw Bill Clinton yesterday.
B: You saw THE Bill Clinton?

(1) In his excellent post, Senior Member Riquecohen gave you two

uses of "thee."

(2) It is also used sometimes to mean "the best."

(a) Here in the United States, there is a television channel that says

it is "the ("thee") place for politics." That is, it's the best channel if

you want to know about American politics. (P.S. Many Americans

do not agree with that channel's claim!!!)

(b) Mona: When is your appointment with Dr. Smith?

Joe: In six months.

Mona: Six months?!!! Why wait so long? There are a lot of doctors

in this town.

Joe: I know, but it's worth waiting for Dr. Smith. She is the ("thee")

doctor when it comes to the problem that I have.

(c) Mr. Smith: What website are you at?

Son: Oh, I have a question about grammar, so I have gone to

website XYZ.

Mr. Smith: Why go there? If you ever have a question about English

grammar, go to usingenglish.com. It is the ("thee") English helpline on

the Web.
