[Grammar] Preposition ‘on’ usage

What does that sentence mean?
The train leaves on the hour.
 
It means that it leaves at exactly XX o'clock.

If the train leaves at 8am, 9am, 10am, 4pm, midnight etc, then it leaves on the hour.
If it leaves at any number of minutes to, or past, the hour, then it doesn't leave on the hour.
