Do we say powerful CPU talking about the power of the CPU of our computer?
 
I would say a powerful CPU.
 
Thank you Tdol. Does 'would' in your response mean 'used to'?
 
It does not. It has a conditional idea: "I would say a powerful CPU (if I were to talk about the power of the CPU)."
