not be a patch on something means: to be much less good/serviceable than something.
So this house is not a patch on (= less serviceable compared to) our previous house where we lived.
 
I would read that as "This house cannot compare with where we used to live".
 
I would continue the metaphor - a patch on an old pair of pants is better than how this house compares to my old one.

This new house stinks.
