That comment is essentially negative, so it is difficult to rephrase it positively

You could try to phrase it along the lines of

'Hector can recognise the shapes of everyday objects but needs a lot of help in talking about them'.

I'll never forget the report of an army instructor about a particularly ineducable recruit:

'Private Parts* is able to perform simple tasks under strict supervision'.
