SOP stands for "standard operating procedure" and something else. (I don't remember what it is.)

Say;

handling guest complaints

It looks like a list of somebody's job responsibilities.

Is the above a job description (e.g. for an advertisement), or is it part of a CV?

Yes, you are right, this is a job description can be used for CV or HR.

Yes, exactly, the job description.

You are right, SOP stands for "standard operating procedure".

Are you an employer advertising a job, or a job seeker looking for one?

"Take full charge of ...." strikes me as advice more than a job description. Prefer:

XYZ is in charge of ....

I would not say it's a CV. They are more personal. It is perhaps a job description. Maybe you are looking for candidates to apply for a position in your company.

You need to be consistent with the verb forms. Thinking of an introductory clause such as 'The person selected/appointed will ...'. the bar infinitive is appropriate.
