Starting 2:30 of the clip, I can't understand what she says.

It sounds like: There is short feeling. Some of Shanghai's smallest stores may find they can't use their credit cards when paying.

The red part is something in question for me. Also, the main sentence seems to have a dangling participle, doesn't it?

i think she was saying "there is shopping in some of Shanghai's small store ..
but not quite sure
