I added a new friend to my online English group. Is it natural to say "Please allow me to warmly welcome our new friend Frank" when the members in that group notice that a newcome has just joined the group?

I don't find "Please allow me to ..." natural at all. You're not asking for the group's permission to welcome Frank. Just say something like "I'm sure we'd all like to extend a warm welcome to our newest member, Frank".
