During the Falklands crisis, US Defense Department seemingly showed its attitude of neutrality, but secretly offered Britain intelligence and matériel.
Can I say "US Defense Department was playing double-dealing with Argentina?

No- you could say that they were double-dealing, but don't use playing.
 
In both cases you should use the definite artcle before "US Defense Department".

Playing both ends against the middle is rather similar in meaning.

May I suggest that such behaviour is not very shocking. It goes on all the time, not only in diplomacy and international affairs, but in business and even in personal relationships.
