Does "Pfizer passed on such development money" mean "Pfizer gave such development money (to other companies)"? I am not sure it is the meaning, because that is not your money, how could you give it to others?

Free dict has this definition: pass on (something)1. To give, transmit, transfer, or deliver something. The noun or pronoun can also be used between "pass" and "on."

Is Pfizer authorized to tranfer the money? Not sure.

(Pfizer passed on such development money, but has signed an advanced purchase order for its vaccine with Warp Speed.) In this context "passed" means "declined an offer of", and "on" tells us what the offer was. The sentence doesn't use the phrasal verb "passed on".
 
They passed on it. They declined to accept it.

Pfizer passed on such development money, but has signed an advanced purchase order for its vaccine with Warp Speed.

There is no indication that they accepted the money and then gave it to somebody else.
