Who is peddling the fear in the above context? Is it Polly Toynbee or the Blairites?

It would have been clearer if the writer had used an apostrophe (although there is a way of parsing the sentence that makes an apostrophe unnecessary - the two possible parsings are left as an exercise for the reader ;-))
