[Idiom] Pass the buck

Hello everyone,

Would you use "pass the buck" like this : He passed the buck to me or onto me?

Could you also say " he passed the problem onto me " with the same meaning as "pass the buck" ?

"Pass the buck" means to hand over responsibility (or even blame) for something to someone else. It doesn't necessarily have anything to do with a problem.
