Would you tell me please what "open" means? (21:00)

The peasants were still in many ways tied to a very unfair system in which they did not own the land. Open living standards were very low but the cities were becoming increasingly overcrowded.

I think she says "Urban", not "Open". It does sound very much like "Open" to me too.
