What does "it was over" mean? It seems to me to mean "America would be dead". I am not sure. What does it mean? (On second thought, it could also mean "the debate was over/the debate stopped and America became hopeless". I am not sure)

The debate was over/finished.
I've just edited the OP, adding "on second thought" part - hinting that finishing a debate this way would point to the possibilty that America became corrupt, ideologically. Not sure I am correctly or not.
 
You're reading too much into the words. The writer of that tweet is opining that the debate was over at that point.

I can't see any connection to corruption or ideology at all. Is it that you're reading this comment in the context of other tweets that you've read by this person?
