"On some measures - vocabulary, for example - we actually imrpove in the second half of life. In old age, intellectual functioning is closely related to physical health."

Do "on some measures" mean there "by some estimates" or "some parameters (objects), like vocabulary"?

Some parameters.

It means "in respect of some things" or "as far as some things are concerned".

In your question, you need "Does" and not "Do" because the phrase you're referring to, "on some measures", is a single thing, or a single phrase. It doesn't matter that "measures" is plural, because you're asking about a single phrase.
