"Oh my goodness, I totally forgot I had/have to sign the paper work."

Talking to my boss on the phone who called me to remind me about something. I say:

"Oh my goodness, I totally forgot I had/have to sign the paper work."

Which one should it be if the paper still has to be signed? Had or have?
 
If the paperwork should have already been signed, I would use "had'.

But, I can still sign it now, because there isn't a deadline. Nevertheless, he requested for me to sign it at 9am and I forgot so he called me at 930am.

Would you still use had or would have be acceptable as well?
 
Either one would work for me.
 
Being that it was only 30 minutes, "have" would work as well.
