Not once in the last month has he asked for leave.

Is it right in the sentence to use the present perfect tense, since the time for the act is "in the last month"?

That works. "Did he ask" also works.
 
Why "has he" is correct?
Why not "he has"? I meant the word of position.
 
Because it is an inverted sentence, which translates as “倒装句” in your native language.
