a. I talked to the woman not in a dress.
b. I talked to a woman not in a dress.

c. I have never seen that woman not in a dress.
d. I have never seen a woman not in a dress in our offices.

Are all these sentences grammatically correct and natural?
 
Well, you could say this. (See below.)

I've never seen that woman when she wasn't wearing a dress.

Or:

I've never seen her when she wasn't wearing a dress.
 
They're all grammatical, but they're not ordinarily natural. For the last two, see Tarheel's suggestions above.
