Yes. The writer should have hyphenated "no-rules".
 
1. No + rules (plural noun) + rules (singular verb).
2.
No + rules (plural noun) + rule (plural verb).
Isn't #2 more grammatical?

It means that not having rules (that is, no rules) is the best way to operate (that is, it rules).
I hadn't thought of that reading. If it's correct then I was wrong about "no rules" needing a hyphen.

I skimmed the intro, but I didn't read it carefully. That's the impression I got, but I could be wrong.

Either way, it looks like Sitfan got the gist of the title.
