I would write it this way:
There is no doubt that smoking harms our health.

Your first sentence seems better than your 2nd one, but I guess both are not correct.
However, let's see what our teachers say.

They look good to me. I'd drop "It is" from the second sentence but it is just about style.

And nothing is wrong with "to do harm".

to+verb(do)+noun. I didn't wanted to do any harm to anyone.
do(es)+verb. It does harm you.

Aside from correctness, it is hard for me to figure what "It is no doubt" means. Offhand, I would say that it is not an English phrase.
