"Within weeks, most other states announce their departure, including Britain, which never got to implement its new deal, and by 2018 the EU is all but dead." [From New Statesman.]

Should I read "which never got to implement its new deal" as "
which [has] never got to implement its new deal" in the above sentence?

Thank you
.

You could, but why would you want to?
