Nebraska has floods in some years, .......... .

1. in others drought
2. droughts are others
3. while other droughts
4. others in drought

The answer key says No.1 is the correct answer. But I think it would be incomplete sentence. Am I right?

Thanks

...in others (it has) drought. The "it has" is understood, and does not need to be included.

I agree with Grumpy. But, isn't it crazy that we expect non-native speakers to know that "it has" is understood?

What kind of ellipsis is this case?

Thanks!

From the standpoint of parallelism, the first answer would be better as "drought(s) in others".
