Does "my loves, be safe" mean "my loves, I may you be safe" (Does "my loves" refer generally to the people who she loves (rather than her loved ones)?)
 
"I may you be safe" is ungrammatical and nonsensical.
 
Well, how about "May you be safe"?

That's better.

No, it doesn't mean people she loves. It just means people in general. Some people call others mate, pal, buddy, mac, sister and so forth. In the sane vein some people refer to others as love, or my love. Some people may consider such usages affected, but they are far from uncommon.
