[Grammar] My best friend was informed to have been arrested.

Could I change the first sentence into passive voice in two following ways?

  1. The police informed me that my best friend had been arrested.
  2. I was informed (by the police) that my best friend had been arrested.
  3. My best friend was informed to have been arrested.
 
#1 is not in the passive voice.
#2 is okay.
#3 does not make sense. (Who informed who?)
 
The wording of post #1 was confusing. tedmc pointed out that the first sentence isn't in the passive voice because you presented those three sentences as if they are three ways of rewording a sentence. Here's an idea of a clearer way of laying it out:

Can I reword "The police informed me that my best friend had been arrested" in the following ways, using the passive voice?

1. I was informed (by the police) that my best friend had been arrested.
2. My best friend was informed to have been arrested.
 
It was said/rumoured that my best friend had been arrested.:tick:
My best friend was said/rumoured to have been arrested.
:tick:

It was informed that my best friend had been arrested.
:cross:
My best friend was informed to have been arrested
. :cross:
