What is the proper way to address to a female, if you do not know if she is married or not?
 
In the US, "Ms." is preferred if you are using the woman's own name ("Ms. Mary Smith"). Many women prefer it to Miss or Mrs. whether they are married or not; and if a woman has kept her maiden name after marriage, "Ms." is the only choice.

"Miss" is still used for little girls.

Use Ms in the UK too. ;-)
