Does "caps" here mean "limits"? I've checked out both Cambridge and Merriam-Webster Dictionary and found only this entry to be close.

It should be plural but it shouldn't be capitalised. The word "dictionaries" is a common noun (and doesn't appear in the official name of either of them) so should start with a lower-case letter.
