Could you help with this please ? what dose monopoly of common sense means ?
There is no monopoly of common sense. On either side of the political fence.

By the way, I think I have also heard 'monopoly on common sense' so is it the same thing ?

It means that neither political view has all the common sense on issues.

Yes, either "of" or "on" could be used. I would use "on".

Do not use a space before question marks. Capitalize the first letter of "What". The word following "What" should be "does".
