Modi's government have shown themselves to be wholly untrustworthy on COVID-19 health data. Official government figures place deaths at more than 530 000, while WHO excess death estimates for 2020 and 2021 are near 4·7 million. The fact that the Indian Government attempted to delay the publication of such figures while also censoring criticism during the pandemic seriously undermines its integrity.

I am wondering why not use "has" and "millions" there.

What is the difference between "Modi's government have shown themselves to be wholly untrustworthy" and "Modi's government has shown themselves to be wholly untrustworthy "?
Does "4.7million" serve as an adjective and it is thus grammatical there? Or is it a typo and should have been "4.7millions" there?
