Please advise what tense should be used in meeting minutes writing.
I review the past record of meeting minutes, they always use “past prefect tense”.
I understand that the minutes recorded the things occurring in past. But why it use “past prefect tense’ rather than “simple past tense”?
 
I would find the past perfect unnatural. I would use the simple past.


XXX said that he would arrange a meeting with YYY. Mr P agreed that a meeting was necessary.
