Meaning of replied sentence

I told someone this:
"You should have told me that, you were not going to be able to pay for my rent instead of giving me high hopes".
The person,then replied saying "Did I say that "?
What did the person mean by saying"did they say that"?
 
It is a rhetorical question used as a form of denial.
 
I told someone this: "You should have told me that no comma here you were not going to be able to pay for my rent instead of giving me high hopes".
The person no comma here then replied saying "Did I say that?"
What did the person mean by saying space here "Did they I say that?"?
Note my corrections above.

Although I agree with PeterCW that it could be a rhetorical question, I would actually expect you to answer it with something like "Yes, you told me a week ago that you'd pay my rent. Don't you remember?"
