What does the expression "only ever" mean? Is it just used as a synonym to stress "only"?

The sentence is the following:

At our Authorized Repair centers technicians only ever use manufacturer-approved parts.

Yes, it emphasises "only". It doesn't matter when you come, we use only approved parts. We have always used only approved parts. We now use only approved parts. In the future, we will use only approved parts. We use only approved parts at all times ( = ever).
