Is the use of the phase "are expected to" not proper?
Who would expect their marriage out of luck?

The original sentence is fine (with spaces either side of the dashes). I assume it refers to the fact that most young people in the West are not subjected to "arranged marriages", in which there is no luck involved because the parents and other family members supposedly work very hard to find the youngster the "right" partner. In the West, it is, to some extent, a matter of luck - if you're lucky enough to meet someone you fall in love with and want to marry, that's great.
 
It is a strange way of expressing the idea. There have been TV reality shows where strangers got married. That is a genuine case of leaving it to luck, with mostly negative results. People in the West do generally put more thought into marriage than this.
